Historical Sketch:  The Higher Education Act (HEA) of 1965 established Title III Grant Program.  Congress amended the Act in 1985 to include historically Black colleges and universities and institutions that have a large minority and/or low-income student population.  TSUD first applied for a Title III Grant in 1987.
The Title III Grant website describes the purpose of the program, "Title III, Part A, Strengthening Institutions Program,... assists eligible institutions of higher education to become self-sufficient by providing funds to improve and strengthen their academic quality, and institutional, management, and fiscal stability.  Grants are awarded in one-year planning grants and five-year development grants.  Funds may be used for faculty development, funds and administrative management, development and improvement of academic programs, joint use of facilities, and student services."  [http://www.ed.gov.programs/iduestitle3a/index.html]
Dr. Frank Lovrich administered TSUD's 1987 grant; Dr. Barbara Alford administered its 1994 and 1995 grants; and Dr. Dorinda E. Van Loo administer its 1990, 1991, and the 2001-2006 grant. 
TSUD sought Title III grants, 1987-2001 to cover development and operations of Office of Institutional Effectiveness, Student Services, Instructional Support Laboratory, Counseling Test Center, new faculty, specific equipment purchases, library resources, and development of new degree programs, i.e. B.S. Chemistry degree.  The 2001-2006 Title III project provided approximately $1.3 million to ÎÞÂë¾ÞÈé State University Dothan to support the development of new academic degrees, programs, or options in the fields of Psychology, Counseling, CIS/MIS, E-Commerce, and Chemistry. It also provided for new faculty and equipment, as well as funding for library support and marketing/advertisement for the new programs.

Scope/Content:
  Documents the application for Title III grants as well as how TSUD ran the program after receiving grants.  Contains grant applications, 1987-2001, and files detailing expenditures of Title III Grant funds, including Monthly Budget Reports, Annual Reports, Personnel Files, Policy & Procedure Manuals, proposed Course applications and Expenditure Reports.
