General Information

Parking and traffic regulations established in this brochure apply to all Alabama campuses.  Procedures may vary at the Dothan, Montgomery, and Phenix City campuses.

Objectives

Parking privileges are provided under established regulations that are designed to facilitate the work of the University.  For the safety and convenience of all concerned, the enforcement and administration of regulations governing motor vehicles on campus shall apply to visitors, students, faculty, staff, and all others employed on the campus.  All student and employee (faculty and staff) permits expire August 1st annually.

Registration of Vehicles on All Campuses

All vehicles operated by faculty/staff and students must be properly registered in accordance with these regulations.

Registering your motor vehicle is part of the academic registration process at the beginning of each semester.  A current vehicle registration/tag receipt is required.  After fall semester registration you must register the vehicle the day you arrive on campus.  No one is exempt from getting a parking permit.   Registering another person鈥檚 vehicle is prohibited.  Students enrolling in evening, weekend classes and internships must register their vehicles.   Visitors are required to obtain a 鈥淰isitor Permit鈥 from the University Police Department.

Persons substituting for a faculty or staff member should notify the University Police Department and obtain a temporary permit on the day of arrival.

Temporary permits are available at the University Police Department for the convenience of those who will bring a vehicle on the campus for short periods of time.

Vehicle Registration Fees (Non-Refundable)

  • Student, per academic year - $100.00
  • Student, TROY plate, per academic year - $25.00
  • Faculty/Staff, Named Space - $150.00
  • Faculty/Staff, Zoned - $100.00
  • Second/subsequent/replacement decals - $15.00
  • Summer session only - $25.00
  • Summer session only, TROY plate - $10.00
  • Motorcycles - $25.00
  • Temporary permits - $5.00 per week - Visitor/Vendor permits                no charge
  • Decals for faculty/staff vehicles are for faculty/staff only and cannot be used for dependents.

With proof of purchase (State of Alabama tag receipt), the parking decal fee is $25.00.  You must complete the Vehicle Registration information, register your vehicle and display the decal on your vehicle according to University Parking Regulations.

Display of Operating Permits

To be valid, the permit must be mounted (taping not permitted) in the lower left-hand corner of the rear glass behind the driver or in the case of a convertible, the lower right-hand corner (passenger side) of the windshield.  Motorcycles will be issued a metal washer with the permit number and expiration date stamped on it.  The metal washer will be attached to one of the license plate bolts.  Loss or destruction of a permit shall be reported immediately to the University Police or other appropriate campus office and a new permit must be purchased.  Any employee or student driving or parking on the campus without a permit will be in violation of these regulations.  Permits must be removed from the vehicles when sold or traded.  Transferring a permit from one vehicle to another is prohibited.  All expired decals must be removed from the vehicle.

Regulations 鈥 General Provisions

All city and state regulations and all directive signs governing the use of motor vehicles shall be observed at all times including vehicles with loud music.

The speed limit for motor vehicles is 25 miles per hour except where slower speed is essential for safety.

All vehicles must come to a complete stop at intersections where stop signs are posted.  A motorist must give right-of-way to pedestrians.

Pedestrians have the right-of-way at all crosswalks.  Vehicles must yield to pedestrians in the crosswalks.

Unnecessary noise from horns, radios, and mufflers is strictly prohibited.

No parking at any time on yellow curbs or in No Parking areas.

No parking is permitted on unpaved areas of the campus unless the area is designated for parking.  

Motor vehicles must be parked within the markers in all campus parking areas.  Parking on or over a line, curb, or backing into or pulling through a parking space is a violation of regulations.

Parallel parking, where permitted, must be on the right side of the street.

Students and employees parking in a prohibited zone or visitor space will be subject to wheel lock at their expense.

Loading zones and service areas are reserved exclusively for service vehicles and Physical Plant activities.

Vehicle owners must provide the University Police Department with their current license plate registration.  When a new tag is issued, owners must also provide this information immediately.

If a vehicle is found on campus in violation of any provisions of these regulations and the identity of the driver cannot be determined, the person in whose name is registered shall be held responsible for the violations committed unless the vehicle is reported stolen before the infractions occur.

Employee reserved or 鈥渘amed鈥 parking spaces will be used by the registered employee only.  These spaces cannot be loaned or given to any other than the registered employee.  Violators are subject to the loss of the reserved parking privilege.

Employees are not authorized to purchase an employee reserved or employee parking permit for anyone other than themselves.  Violators are subject to the University disciplinary process.

The University reserves the right after a reasonable attempt is made to contact the owner, to remove and impound illegally parked or abandoned vehicles and any vehicles found on campus with a permit, with an unauthorized or altered permit, with no license plate or parked in such a way as to constitute a serious hazard to vehicles or pedestrians or to the movement or operation of emergency equipment.  The owner shall be responsible for the costs involved in moving, impounding, and storing such vehicles.  The University shall not be liable for any damage to such vehicle during moving or impounding.

If a vehicle is inoperable and cannot be parked in a designated area, it is the operator鈥檚 responsibility to notify the University Police Department immediately.

Motorcycles and Motor scooters

Unnecessary noise from mufflers is prohibited.

Passing on the right of other vehicles is prohibited.

Driving on sidewalks, lawns, recreation areas, playing fields, or within buildings is prohibited.

Parking regulations for motor vehicles are also applicable to motorcycles and motor scooters.

Parking Violations

The use of emergency flashers while parked in a restricted area will not prevent the issuance of a citation.

A twenty-five dollar ($25.00) fine will be issued for the following violations:

  • Parking in a 鈥淣o Parking鈥 area
  • Backing into a space or pulling forward through a space
  • Failure to remove old permit
  • Transferring permit to a new vehicle
  • Parking on or over a line
  • Double parking
  • Parking in a visitor space
  • Parking in the wrong zone
  • Overtime parking
  • Parking in a reserved space
  • Permit improperly mounted
  • Blocking or parking behind another vehicle
  • Parking on a yellow curb
  • Parking in the wrong direction

A fifty dollar ($50.00) fine will be issued for the following violations:

  • No permit
  • Expired permit
  • Altering or misuse of a parking decal
  • Boot Fee

A seventy-five dollar ($75.00) fine will be issued for the following violations:

  • Handicap parking and blocking the handicap ramp.  (Vehicle must be properly identified with appropriate handicap credentials, belonging to the operator of the vehicle.  You must submit a copy of the credentials to the University Police Department.)
  • Parking on the grass
  • Littering (Students, Faculty, and Staff are requested to help keep the University free from litter and waste.  Person found guilty of littering may also be subject to provision of state law.)
  • Fire Lane.
  • Service areas or loading docks.
  • Blocking dumpsters (Tow Away Zone)
  • Local Noise Ordinance.
  • Tow Away Zone 鈥 Any vehicle parked in such a way as to hinder the flow of traffic or impede emergency vehicles will be considered as parked in a tow-away zone.

When in violation of the parking regulations the registered owner is solely responsible and all penalties apply even though a ticket was claimed not to have been found on the vehicle.

Payment of outstanding fines is a prerequisite to completing registration for any term.

Students who accumulate excessive traffic/parking fines during any one semester will be subject to disciplinary action.  This could result in the vehicle being towed and on-campus driving privileges being suspended.

  • Red Zone 鈥 Student parking only. 
  • Orange Zone 鈥 Open lots are those designed for any student or faculty/staff members to park in at any time, as long as the appropriate and current parking decal is displayed on the vehicle.
  • Grey Zone 鈥 Faculty/Staff parking only
  • Blue Zone 鈥 Special and visitor parking

Responsibility for finding an authorized space rests with the operator of each vehicle.  The lack of space in a certain area, or inclement weather will not alter any of the provisions of the parking regulations.  Timed spaces are provided around campus with a time limit stated on the curb or posted signs.  These spaces may be used to transact University business only.

Additional Permit Information

University Parking permits are required to park at fraternity and sorority houses.

Non-students (spouses/dependents) residing at any University-owned property are required to obtain a parking permit.

Wheel Lock Procedures and Policies

To effectively enforce these policies, 无码巨乳 will use WHEEL LOCKS for those individuals who continually or habitually disregard them.  Wheel locks will also be placed on vehicles for the following reasons:

  • Failure to have a permit on the vehicle after 3 (three) citations and verification that the vehicle is used by a student or employee.
  • Illegally parked in a Handicap space or any restricted area.
  • Parking or driving on the grass

Wheel lock removal is $50.00.  Wheel-locked vehicles will be towed at the operator鈥檚 expense after a 24-hour period if all fines have not been paid and the current decal obtained from the University Police Department.

Enforcement Hours

无码巨乳 parking regulations are enforced 24 hours a day, seven days a week 鈥 with the exception of Faculty and Staff parking being enforced only between the hours of 7:00 AM and 5:00 PM, Monday through Friday.

Gameday / Athletic Events

Certain parking areas will be closed during certain athletic events and all areas closed must be vacated by a specified time to avoid being towed.

Appeals

Students may appeal a traffic/parking ticket to the Traffic Appeal Court provided the appeal is filed with the SGA within 72 hours after receiving the ticket.  THE DECISION OF THE TRAFFIC APPEALS COURT IS FINAL.  Tickets may be filed online at: .

General Information

Parking regulations are enforced 24 hours per day.

Campus parking maps are available at the Malone Hall Reception desk, Monday through Thursday, 7:45 AM until 5:30 PM, and Fridays from 8:00 AM until noon.

The speed limit for motor vehicles on campus is 20 miles per hour except where slower speed is essential for safety.  All city and state regulations and all directive signs governing the use of motor vehicles shall be observed at all times.

Students attending classes at the Fort Novosel (formerly Fort Rucker) location are bound by the parking regulations in effect at that location.

Continuing Education students will be issued a parking permit by the Continuing Education Office, Adams Hall, Room A-200.

Students may appeal a traffic/parking citation to the Traffic Appeals Committee provided the appeal is filed with the SGA (Malone Hall Room M-100) within 72 hours after receiving the ticket.  The decision of the traffic appeal committee is final.

The speed limit for motor vehicles on campus is 20 miles per hour except where slower speed is essential for safety. University regulations are enforced 24 hours a day, seven days a week.

Operating Permits (Dothan)

Parking permits are available at the reception desk in Malone Hall, Monday - Thursday, 8:30 a.m. to 5:00 p.m. Students, faculty, and staff must present a valid 无码巨乳 ID to obtain a parking permit. Those with handicapped tags or placards must bring the placard or tag receipt for verification. The vehicle must be registered to the student, staff or faculty member, to park in handicapped parking areas.

Student, Faculty and Staff ID Cards (Dothan)

All Students, Faculty, and Staff are required to maintain a valid University ID. IDs are made at the reception desk in Malone Hall, Monday - Thursday, 8:30 a.m. to 5:00 p.m. Those requiring an ID must present a governmental ID card with a photograph to verify identify prior to the issue of the ID card.

Vehicle Registration Fees (Non-Refundable)

Registration Fees are the same as the 无码巨乳 Campus.

Parking Fines

Parking Fines are the same as the 无码巨乳 Campus or as posted. All fines are payable online at https://splash.troy.edu/parking/index.html.

Appeals

Students may appeal a traffic/parking citation to the Traffic Appeals Committee provided appeal is filed with the SGA (Malone Hall, room M-103) within 72 hours after receiving the citation. THE DECISION OF THE TRAFFIC APPEALS COMMITTEE IS FINAL.

General Information

Parking Regulations are enforced 24 hours per day.

Downtown Parking (get a map at Whitley Hall, front desk).  Students are not allowed to park in the campus parking lot or decks to go to work downtown.  There are several lighted, security patrolled parking lots and two parking decks near Whitley Hall.  You must have a current ID card and parking permit to park in campus lots and decks.   To avoid parking fines or towing at owners鈥 expense, please park in authorized spaces only and have a current parking permit.  To be valid, the permit must be mounted (taping not allowed) per instructions and displayed on the outside, in the lower left-hand corner of the driver鈥檚 side rear window.

A parking permit must be obtained from the ID clerk at the Whitley Hall information desk.  You must have a current student ID card to obtain the permit.

Parking Regulations (Montgomery)

The speed limit for motor vehicles on campus is 10 miles per hour except where slower speed is essential for safety. University regulations are enforced 24 hours a day, seven days a week.

Operating Permits (Montgomery)

Registration for parking permits is completed online at https://splash.troy.edu/parking/index.html. After completing registration (including payment), pick up your permit at the Whitley Hall information desk during normal building hours. Students, faculty, and staff must present a valid 无码巨乳 ID and a copy of your vehicle registration (printed or electronic) to obtain a parking permit. Those with handicapped tags or placards must bring the placard or tag receipt for verification. The vehicle must be registered to the student, staff or faculty member, to park in handicapped parking areas.

Student, Faculty and Staff ID Cards (Montgomery)

All Students, Faculty, and Staff are required to maintain a valid University ID. IDs are made at the information desk in I the Whitley Hall lobby, Monday - Thursday, 7:00 a.m. to 11:00 p.m; Friday, 7:00 a.m. to 3:00 p.m. Those requiring an ID must present a governmental ID card with a photograph to verify identify prior to the issue of the ID card.

Vehicle Registration Fees (Non-Refundable)

Registration fees are non-refundable and are listed in the current Montgomery campus schedule of classes.

Parking Fines

Parking Fines are the same as the 无码巨乳 Campus or as posted.

Appeals (Montgomery)

Students may appeal a traffic/parking citation to Student Services located in 431 Whitley Hall.

Phenix City

Parking permits must be purchased online.  Once purchased, the parking permit can be obtained from the University Police/Security Office at the Riverfront Campus.  The permit must be mounted (taping not allowed) per instructions and displayed on the outside, in the lower left-hand corner of the driver鈥檚 side rear window.
